Digital Sovereignty vs. Digital Privacy

Digital sovereignty and digital privacy are related but distinct, and in policy and academic circles they're generally treated as separate concepts that sometimes overlap and sometimes pull in opposite directions.

Digital privacy is about individuals: your ability to control what personal information is collected about you, who sees it, and how it's used. Think GDPR consent rules, encryption, or limits on tracking.

Digital sovereignty is mostly about collective or state control: a country, region, or organization's ability to govern its own digital infrastructure, data, and technology rather than depending on foreign companies or governments. Examples include the EU's push for European cloud providers, data localization laws requiring data to be stored domestically, or efforts to build homegrown chips and platforms.

They overlap when sovereignty is pursued for privacy reasons. Much of Europe's sovereignty push stems from worry that US laws like the CLOUD Act let American authorities access Europeans' data held by US firms. But they can also conflict: a state can invoke sovereignty to keep its own citizens' data inside its borders precisely so its security services can access that data more easily, as critics argue is the case with Russia's and China's data localization rules. In that case, more sovereignty can mean less privacy, depending on the country's structures and philosophy.

The short version: privacy asks "who can see my data?", sovereignty asks "who controls the systems and the rules?" Both digital privacy and digital sovereignty are not about secrets, they are about power.
